I have set up "Free Shipping" in the UK, and have set up shipping for one country for testing.  The products are not marked as Free Shipping, however, when I select the country in question as the shipping address, the cost is not being added.

I apologise if I have overlooked something - any advice would be appreciated.

Does the product you're trying to purchase have digital downloads assigned? If so by default digital downloads will not attract a shipping cost, unless you go to the product edit page and select "downloads" tab and then select the option "Still apply shipping charges for this item" and then save.

If that does not resolve the issue can you send me the URL to the product and an admin username / password. nigel@cartviper.com

No, the product doesn't have any associated digital downloads with it.  However, the shipping has been applied once I checked "apply shipping charges" to the digital downloads tab, which seems a bit odd?

That's great its now working as you want, to give you a more definitive answer as to why enabling that setting has made this happen we would need the admin credentials so we can see how that product and your shipping rates are configured.
