I've never had products that required shipping, but after adding one and testing it, the State dropdown under Shipping Address does not populate.The State populates correctly for the Billing Address without issue. Also, when checking the Shipping Same as Billing checkbox, State still does not populate either. Any suggestions?

I've replied directly to your email but for anyone else following this thread:

The shipping state was not populating as on the shipping section for the setting "restricted US shipping states" you had entered North Carolina instead of the state code it requires. I've changed that to "NC" and now North Carolina is correctly appearing as the only shipping state. If you remove NC from that setting all together all the states will appear.

The reason you're getting shipping options at all for this product is all your other products have the setting "in store collection" enabled and this one does not. So if it is "in store collection" if you update the product accordingly the shipping section should be hidden when you try and purchase this product:
